Pick more numbers than a single line holds, and this builds the smallest set of lines that guarantees a minimum match — provided enough of your numbers are drawn. The guarantee is not asserted; every possible outcome is enumerated and the worst case is reported below.

What this does and does not do. It does not improve your chance of winning. Jackpot probability is exactly proportional to how many distinct lines you hold — wheeled or picked at random, 12 lines is 12 lines. What a covering design adds is a floor: with random lines, five of your numbers can be drawn and still land scattered so that no single line holds four. A wheel makes that impossible by construction.
